9月3日由世界知识产权组织中国办事处举办的《2020年全球创新指数报告》（GII）高级别圆桌会议邀请中宣部版权管理局局长于慈珂先生出席并发表主旨演讲，解读版权及版权工作之于创新发展的重要意义与作用。于慈珂先生演讲稿中英文版本如下，以飨读者。

很高兴参加今天的圆桌会议，围绕昨天刚刚发布的《2020年全球创新指数报告》，与各位共同探讨创新发展这一时代主题。

It is my pleasure to participate in this Roundtable to discuss innovation development, the call of our day, based on the Global Innovation Index (GII) 2020, which was released yesterday.

自2007年世界知识产权组织、康奈尔大学和欧洲工商管理学院共同创立全球创新指数以来，每年发布的《全球创新指数报告》已成为衡量全球经济体创新表现的风向标和各国决策者的重要参考。今年的报告以“谁为创新出资”为主题，提示我们重视一个十分现实的政策和行业问题：在全球经济震荡和新冠病毒流行的背景下，应深刻认识知识产权资本化在全球创新市场发展中的重要作用，进一步在知识产权领域激励和推动创新，驱动社会、文化和经济发展。

Since the GII was published by the World Intellectual Property Organization (WIPO), Cornell University and INSEAD for the first time in 2007, the annual GII Report has become a benchmark for measuring innovation performance in global economies and an important reference for national policymakers. The theme of the GII 2020, "Who Will Finance Innovation?", reminds us of a practical issue on the policy- and industry-level: in the context of the global economic turmoil and amid the COVID-19 pandemic, it is important to recognize the significance of IP capitalization in the development of global innovation markets, and to further stimulate and promote innovation in the field of intellectual property so to drive the social, cultural and economic development.

从历年全球创新指数评价结果看，中国的排名持续提升，创新能力不断增强，跻身全球创新领导者梯队。这种巨大进步与中国近年来不断强化知识产权工作，加强创新顶层设计和政策实践，实施创新驱动发展战略密切相关。借此机会，我与各位分享版权在创新发展方面的工作体会。

From the perspective of the GII over the years, China's ranking has been continuously improved, and its innovation ability has been continuously enhanced, and China has become one of the global innovation leaders. This tremendous progress is closely related to China's continuous efforts in strengthening IP protection, enhancing top-level design on innovation and policy practice, and implementing its innovation-driven development strategy. I would like to take this opportunity to share with you some observations on the role of copyright in innovation and development.

版权是具有独创性的智力成果的权利表达，创新是其内在要义和逻辑体现。从版权发生发展的历史进程来看，其客体类型和权利形式不断丰富多样，无不体现文化科技的创新发展，无不体现对文化科技创新的保障激励。在知识经济时代，版权越来越成为经济发展、文化创新和社会进步的基础资源和战略要素，越来越成为创新发展的重要推动力量。

Copyright protects the expression of original intellectual achievements, in which innovation is embedded in. From the historical trajectory of copyright development, the types of objects and forms of rights are constantly enriched and diversified, all of which reflects the innovative development of culture and technology and the role of copyright as guarantee and stimulation. In the era of the knowledge economy, copyright has become more and more like the basic resource and strategic factor for economic development, cultural innovation and social progress, and progressively an important driving force for innovation and development.

版权制度是保障激励创新发展的基础规则，从《伯尔尼公约》《视听表演北京条约》等国际版权规则，到各国版权法规政策，都以保障激励创新发展为其宗旨意义，都以各种制度规则安排彰显其保障激励创新发展的价值理念。

The copyright system is the basic rule to guarantee and stimulate innovation and development. Both international copyright rules, including the Berne Convention, the Beijing Treaty on Audiovisual Performances and others, as well as national copyright laws and policies, strive to guarantee and stimulate innovation and development as their purpose, demonstrating their value concept of guaranteeing the stimulation of innovation and development through various institutional arrangements and rules. 

如我国《著作权法》，第一条就开宗明义：保护文学、艺术和科学作品作者的著作权，鼓励有益于社会主义精神文明、物质文明建设的作品的创作和传播，促进社会主义文化和科学事业的发展与繁荣。这一宗旨成为我们严格版权保护、促进版权运用和推动产业发展的价值动力。

For example, Article 1 of China's Copyright Law states at the outset that the copyright law is enacted for the purposes of protecting the copyright of authors in their literary, artistic and scientific works and rights related to copyright, of encouraging the creation and dissemination of works which would contribute to the construction of socialist spiritual and material civilization, and of promoting the development and flourishing of socialist culture and sciences. These purposes have become the value and driving force behind our strict copyright protection, the promotion of the use of copyright and the development of industry.

版权对创新发展具有重大保障激励作用，通过版权产业发展得以充分体现。按照世界知识产权组织的定义，版权产业是与受版权法保护的客体紧密相关的产业，特别是其中的核心版权产业，作为其构成的新闻出版、广播电视、文学艺术、软件数据库以及信息网络等则为文化科学创新创意的主要载体与基本行业。历史和现实都表明，版权产业既是创新发展的成果，也是创新发展的推力；凡是版权产业发达的国家在创新发展上都居于全球前列，反之亦然。

Copyright plays an important role in protecting and encouraging innovation and development, which is fully reflected by the development of the copyright industry. According to the definition of the World Intellectual Property Organization, copyright industry is closely related to the objects protected by the copyright law, especially the core copyright industry, of which the press and publication, radio and television, literature and art, software database and information network are the main carriers and basic industries of culture, science, innovation and creativity. History and reality show that the copyright industry is both the result and the driving force of innovation and development; countries with well-developed copyright industries have always been at the forefront of innovation and development in the world, and vice versa.

多年来，我们认真落实中央的决策部署，以建设版权强国为中心，努力构建版权严格保护和产业快速发展格局，积极完善版权的法律制度体系、执法监管体系、社会服务体系和涉外应对体系，版权工作对创新发展的保障激励作用日益彰显。

Over the years, we have conscientiously implemented the decisions and deployments of the central government, focusing on building a powerful copyright country, striving to build a pattern of strict copyright protection and rapid industrial development, and actively improving the legal system, law enforcement and supervision system, social service system and foreign-related response system relating to copyright. As a result, the guarantee and incentive effect of the copyright protection to innovation and development has become increasingly evident.

创新是人类文明发展的不竭动力，是国际竞争力的主要标志，全球创新指数是衡量创新的重要参照。中国正在实施创新驱动发展战略，建设创新型国家，创新发展已经成为全国从上到下、各行各业的共识和目标。我们将进一步发挥版权的内在创新属性以及版权工作的保障激励作用，为创新发展贡献更多更好的版权力量！

Innovation is an inexhaustible driving force for the development of human civilization and the main symbol of international competitiveness, and the Global Innovation Index is an important reference for measuring innovation. China is implementing an innovation-driven development strategy to build an innovation-oriented country, and innovation development has become the common understanding and goal of the whole country from top to bottom and from all walks of life. We will further exercise the inherent innovation attribute of copyright and practice the guarantee and incentive role of copyright work to contribute to innovation and development through more and better copyright work.
